The National Government has played a crucial role in the development of the Nation’s financial markets. In particular, the Market Maker Program was created as a tool for giving depth to domestic public debt markets, with the aim or guaranteeing primary placement of TES issues and bringing liquidity to the market.
The Market Makers and Aspiring Market Makers constitute the Market Maker Program of Public Debt Securities. They are agents selected and qualified by the Ministry of Finance and Public Credit for purposes of the regulations the Ministry issues in respect to trading of public-debt securities. The program participants are establishments such as banks, financial corporations and brokerage firms, monitored by the Financial Superintendence of Colombia. These institutions must comply with a series of prerequisites that guarantee financial strength, for them to be designated as Market Makers or Aspiring Market Makers by the DGCPTN. These establishments are in charge of buying, intermediating and promoting the Nation’s debt, enhancing adequate financing conditions for the Nation in capital markets developing public debt securities.
